2012 election question: "Sobriety: pro or con?"

During election cycles, it is possible to ask candidates for office to make promises that will guide their future administrations. President Obama has already honored many of the promises that he made as a presidential candidate during 2008, notably for example in pushing for an immigration amnesty.
Do you think that all candidates during the 2012 election cycle should be asked to make a promise to push for sobriety as a goal for their administration if elected, the "Sobriety Pledge" i.e. to promise that random drug testing of public servants in the Executive Branch will occur, and that they will support legislation to extend that step to Congress and to the federal bench? And that they will work to promote the spread of greater sobriety throughout American society whenever possible?
Possibly if candidates agree to this type of measure, more federal funding will be focused upon programs such as requiring convicted drunk drivers to key in a string of numbers before being permitted to utilize their vehicles (ignition lock control systems in vehicles) and initiating drug treatment programs on a national scale. These measures would save millions of dollars for taxpayers in terms of reducing crime, accidental losses and other damage that the disruption of substance abuse inflicts daily on modern U.S. society.
It seems to me that any administration taking the Sobriety Pledge would lead by example. What do you think?

Joy, you are truly apolitical if you think Obama has pushed for immigration amnesty. With huge advantages in both Houses of Congress, even anted it, it would now be law.
